Serial Receipt Printer Printing Garbage on Windows startup or re-installing of the usb to serial port

I have a ESC style receipt printer attached through a FTDI USB serial converter. when the computer restarts or if I re-install the USB to serial port the printer will print 10 lines of text/characters. it is the same each time. Windows appears to be scanning the port. Attached is what is being printed.


the printer works fine after it prints these lines and if i send something to the printer while it is in the middle of printing these lines it will print my receipt and not print any more lines. I am looking for a way to stop this from happening.
