Sending multiple bcc in Outlook 2016

We are using Office 365 and Exchange Server 2016 with Hybrid Configuration. Some of our users with shared mailboxes are experiencing and error when sending mail from a shared mailbox. When they use multiple BCC recipients, they get the error, "An unexpected error has occurred". If they limit the number of BCC recipients to 6 or less, they do not receive the error. They are using the Outlook 2016 client. They can also send the Bcc to each one individually with no errors. Does anyone know the cause of this?
