Security Monthly Quality Rollup will not install on a 2012 only OS server but Security Only Quality Rollup will install.

I have noticed that the Security Monthly Quality Rollup patch is not installing on the 2012 OS server however I try to troubleshoot it using advised necessary steps. I have installed Security Only Quality Rollup patch and it succeeded. why is it so? Considering that I have exhausted all pre-requisites the SMQR will not install each month and will only allow the SOQR (Security Only)
