Second Screen Display goes randomly black without disconnect sound notice on 60 Hz refresh rate

I am running Windows 10 and it is up to date. Drivers are supposedly up to date according to Device Manager. I have a 2nd display (Dell 17"), it all of a sudden started blacking out randomly (2 to 30 seconds) continuously. Using Display Settings, I found that changing the 2nd screen Refresh Rate to <whatever> Hz "Interlaced" fixed the problem. However, the screen now "flickers" at a very fast rate. Do I actually need to delete drivers, get a new monitor, or punt?
