I have been having this issue in Windows (both 10 and 11 Professional) for years where setting the projection settings to “Second screen only” results in the second display constantly turning on and off and/or stuttering (dependent on video card, it seems). It looks like something is causing the PC to constantly try to look for the primary monitor, as the display settings refresh in a way where settings for the primary monitor briefly appear and disappear, which I found out when I tried this recently on an AMD graphics card. I have tried this on both Nvidia and AMD cards on the latest drivers
