Seagate PC Hard drive.

I removed a Seagate Barracuda hard drive from my older PC. I am trying to recover some info from it. I have it hooked up to my laptop using a USB SATA cable adaptor with power. I can hear the disk turning when I plug in the USB. After a few minutes, the disk stops and it doesn't show up in "My Computer".When I go into device manager>universal serial bus controllers, it shows as ,"unknown USB device (set address failed)".
