Screen won't turn off

[Windows 10]

I have my screen and sleep settings as in the screenshot below (which is a little distorted as I've not worked out how to resize it without changing the aspect ratio - though looks like the resizing may have vanished after I posted it anyway). The screen does not switch off after 5 minutes, whether the laptop is unlocked or locked and whether it's on mains or battery. It has on occasion gone off after a time, but this is probably when it goes to sleep after 5 hours or when the battery gets too low. Does anyone have advice as to what is wrong?
