Screen resolution and refresh rate resetting everytime Windows restarts.

Every time I restart Windows I have to set the resolution to what I want since for some reason upon restart the screen resolution and refresh rate changes.I have noticed that every time it restarts the refresh rate changes to a higher number (still supported by the monitor) but for some reason my monitor reduces its resolution if the refresh rate is higher than 60, I understand that but I can't figure out why it's setting the refresh rate higher than 60 even though I never configured it like that ever before (I didn't even know my monitor can handle anything higher than 60).My first suspicion
