Screen flickers when moving cursor

Hello,When I move the mouse cursor on startup, the screen keeps flickering until I restart my computer manually, and the problem disappears. I was able to find a similar post (Redirecting) on this issue, but the attempted solutions (reinstalling mouse drivers, troubleshooting, etc.) don't seem to work. I did put my computer on Safe mode and the problem does go away then, so I assume it's a driver issue but I am unsure which driver is causing the issue. I've also attached my
