Screen flickering/tearing on certain points on the screen.

I have a problem which seems to have come up out of nowhere, where isolated parts of the screen flicker or tear/move. This usually happens when writing in whatever application, and indeed, as I am writing this where the textbox shifts to the right. It doesn't affect writing. It just moves the line across the screen. Another example is the Windows taskbar, which flickers and glitches and often seems triggered by typing. It also happens sometimes when a video is playing, and I'm not typing.
