Screen blinking and cant open anything.

I have an HP 650 G3 laptop that's pretty old on windows 10. Today, I opened it to the desktop (the windows spotlight and login menus are still fine) and it randomly spazzed out. my desktop's screen goes completely and not partially or gradually black for exactly one second, and then reappears for one second (the desktop shortcuts appear with a slight delay) and then back to black again. When the desktop is visible, the cursor has the blue loading wheel icon. I can't summon the taskbar. I can't open any windows besides the task manager, and said task manager stays visible when the desktop goes
