Screen Behaving Strangely: Weird Lines on Notebook and Monitor

Hello I just got a used notebook for work (small three-person company, no IT team). The screen occasionally shows strange "lines," sometimes with random colors, but mostly white or matching the color of what’s behind them. These lines appear and disappear depending on where my cursor is. The issue still happens when I connect it to an external monitor. Sometimes the lines "cover" the text, and if I highlight it, I can read it again. At other times, I can read something, then highlight it, and it disappears.
