SCCM-deployed Office 365 1902 long installation time and unexpected "Please stay online while Office downloads" message

Background:

We deploy Office 365 ProPlus (semi annual channel), downloaded with the ODTK and deployed via SCCM Current Branch (1902). I've never had any issues with it's deployment for the past 2 years or so with versions up to "1808" either via task sequence for builds or deployment to existing clients when needed. Updates are deployed via SCCM but I tend to update our "starting package" when we move on to the next channel-update. The install-time for Office 365 has always taken about 5 minutes (excluding the download to the ccmcache) which is good. The Office installation progress box has always said "Installing Office" and has never required an Internet connection for the content, as it's all in the ccmcache.

The issue:

I've started testing clean-installs of Office 365 1902 as of last month with build 11328.20468 and now this month's build 11328.20480. I've seen it take about 30 minutes or more to install, which is odd as it normally takes about 5 mins. When I first tried our SCCM build task sequence, I thought it had stalled but eventually it moved on fine. I tried a direct install of the same package on an existing client and the experience was the same.

The installation box now says "Please stay online while Office downloads". That's different and suspicious! That sounds like it's reliant on downloading directly from Microsoft, but I'm not sure exactly where it would temporarily store those files on the C: drive to check. I can see plenty of received traffic in the Task Manager. I've tested the installation offline and it fails to due to lack of Internet connection. I can't see why this behaviour has changed since "1808" and don't want unnecessary bandwidth usage, not to mentioned the extended delay.

What I've checked:

I'm using the latest ODT setup.exe (16.0.11617.33601). I've tried the setup.exe from our "1808" package, which is a bit older, but no difference.

Nothing has changed in our XML file between our "1808" and "1902" package.

(Note: The "1808" package still installs fine, taking approx 5 mins as expected.)


The XML Content is just fairly basic:

Is anyone aware of any changes with the Office 365 deployment from 1902, parameters I need to set, else any bugs/known issues? I'll keep investigating and trawling the web in the meantime but thoughts and suggestions would be appreciated.
