Samsung Gallery, OneDrive Gallery and Phone Uploads confusion

Do I have this right...Turn on "Gallery Sync with OneDrive" and the photos in you Android phone's Samsung Gallery will sync with OneDrive Gallery. If you delete a photo in OD-Gal it will also delete it on SamGal and vice versa. That makes sense to me. This doesn't....In addition to the above, every photo added to your phone's SamGal will be also be added to your OneDrive>Pictures>Phone Uploads folder. But that only syncs one way.... All new photos on your phone are added to this folder but if you delete a photo in Samsung or OneDrive Gallery, the copy in the Phone Uploads folder remains.
