safely move or copy installed files to new drive?

When I installed Win 11 Pro on my newest PC, I didn't want to fill up my system (C) drive so I began installing new software programs in a separate drive. I also installed a lot of data in that one so it is now almost full (near one Terabyte). So I got a new 4T drive and I want to move or copy the software installation files there. During the original installations, Windows' system put them in folders (primarily Program Files. But it also created a Windows directory and put a lot of stuff there.
