Safe to pause windows update while pending for a restart ?

Is it safe to click on "pause windows update for 1 week" in while 24h2 is pending for restart ?I clicked on "pause the windows update for 1 week" and then "resume the updates" a little bit after, while there was 24h2 pending for a restart, i noticed that when i did that, just after resume the updates, the 24h2 start again to download and install, like the first time, before pending for a restart, like before i paused and resumed the updates.
