Safe Mode explorer.exe hard error

I am unable to use Safe Mode. I tried to edit the Safe Mode registry file (HKEY_LOCAL_MACHINE\SYSTEMCurrentControlSet\Control\SafeBoot), and after that, this problem occurred.When I entered Safe Mode, nothing was working, and it started from the "Welcome" screen with the message "Don't turn off your PC."The taskbar was not visible, and system applications were not working, except for Task Manager.I then tried to run a new task from Task Manager, such as 'msconfig', and exit Safe Mode.
