runtimebroker error 0x00007FFA9AD6C003 everytime i try get get into my settings

i can no longer acces my settings menu, everytime i do i get this error. all the fixes i looked up online require me to get into my settings to fix the problem with my settings, but i cant get into my settings. is there any way to fix this?
