Run VB6 application on windows 10 64-bit then show error "action cannot be completed....."

Run application VB6.0 on Windows 10 64 bits (Version Windows 10 Pro 22H2) in some time show this action cannot be completed because the other application is busy Already tried downgrade windows to -Windows 10 1909 still show the error
