rules issue after migration to 365

user just migrated to 365 was complaining about receiving copies of emails he sent to certain people in his inbox.

outlook version is 365.

I click on Rules at top, and he has several rules that go "always move messages to: xxxxx" but the rules are greyed out.

when I go to Manage rules and alerts to delete them, only one rule shows up, and it is not any of the rules I saw greyed out before.

is there another way to clear the rules?

user has large mailbox, and I really do not want to have to create another profile, so hoping I can find a way to clear all the rules out and start over short of that.
