Rule of email forwarding to pager id is not working

Greetings,

I am trying to create rule as below.

Emails from 'xyz@testmail.com', with 'timesheet' word should forward to 12345678@<pagerid.com>.

It's not working. I am trying this on O365 tenant. Please suggest.
