RSAT Installation error 0x8024402c on Windows 11

We have a Windows 11 24H2 Enterprise system Trying to install RSAT:Acive Directory Domain Services and Lightweight Directory Services Tools and RSAT: Active Directory Certificate Services Tools We have tried through the settings with app/options and powershell. We keep getting 0x8024402c error message. We have ensured that the automatic updates are turned off and have tried turning the update services off but nothing seems to work.
