Rosewill RC-508 makes PC Windows 11 reboot instead of shutting down

After I upgraded to Windows 11 I was able to detect that the Rosewill RC-508 makes my Windows 11 PC reboot instead of shutting down. I believe this is a problem with Windows 11 as with Ubuntu Linux this problem never happens. Is there any special setting I need to do in Windows 11 so I can continue using my 4-Port External USB 3.0 card? This "rebooting" instead of "shutting down" problem is the ONLY problem I got with this PCIe card
