Risks of reinstalling via Windows 11 recovery drive

I tried to recover Windows via Windows Recovery Drive (USB). My Windows is installed on C, and there are multiple physical disks installed on my computer, such as D and E, as backup drives. The problem is that If there is a problem with the C drive, it will be installed on the D drive without asking. In simple terms, When recovering, there is no option to format the drive and select the drive to install Windows. It forces formatting and reinstallation. I lost my backup hard drive.
