Retail windows licence

Hi,My old computer was damaged and I can no longer start it. I decided that it would be more financially beneficial to buy a new PC.I had a retail Windows 7 license on the old computer and I updated it to Windows 10. I have the license key. I wanted to update it to Windows 11, but my old PC did not meet the hardware requirements.Now I want to transfer this license to the new PC, but I cannot deactivate it on the old one because it is damaged. Can I still transfer it?And can I update it to Windows 11 on my new PC if it meets the requirements?Thank you for your time,PT
