Restart Loop after factory reset

So I just factory reset my PC.And it’s been restarting my PC over and over,And every time the screen just shows “Why did my PC restart?” And I’ve been clicking the “Next” button but it just keeps restarting my PC.How do I fix this?Is it common after factory resetting?
