Reset PIN from Settings App

After being scammed (fortunately I didn't lose any money - only my pride) I have been cleaning up my desktop. I have been trying to reset my PIN from my Settings App because I don't know my PIN which was changed during the scam. I now have to use my password to sign in and the option of resetting my PIN from the sign-in window is not available. When I go to PIN (Windows Hello) in the Settings App and click on the 'I forgot my PIN option' it comes up with the error message 'It doesn't look like you're connected to the Internet' but I am. I've tried restarting my desktop and my router to no avai
