Reset PC and password for new ownership

Hello, I have a new HP Laptop brought last 2 months ago, and decided to give it to my sister. Now, I tried to change the password of the laptop the one logging in when it's from a shutdown but it's not working anymore unless you use the other sign-in options Windows Hello then it will work. Also, I contacted HP support to assist me with my reset and gave me instructions to shutdown then press F11 a few times but I am only getting a blue screen of the death telling me that my unit needs to be repaired lol. It's very disappointing.
