Reset button window disappears when trying to reset windows

So ive been getting a few bugs and my laptop has been getting pretty slow recently, so the most surefire solution seemed to be to reset my windows. Ive been trying for a few days now but the issue seems to be that first when i restart my laptop go to start > settings > system > recovery, when i click on the reset button, i see the shadow of the window that is supposed to open for like a millisecond and then it disappears.
