Repeated Pin prompts when attempting to confirm Passkey creation

During the process of logging into a website the system (Win11) asks if I want a Passkey to which I agree. The Pin prompt appears, I enter the Pin, the entry box disappears only to return to the Enter Pin box. Again, and again. The only option left is to close the tab and start over. How do I fix this behavior.I should note that this process worked well under Win10 and appeared after I upgraded to Win11.
