Removing the Message “CHECK CABLE SIGNAL”

I have tried to post the following question on monitor forums, but my IP address was blocked, perhaps because it is in Russia, and some websites block the connection. Therefore, I post the question here. Perhaps someone has the answer.When I used my old VGA cable with the monitor, the screen was black after I powered off the system unit. But after I have replaced the old VGA cable with the new one, the screen is not black when I power off the system unit.
