Removing Read-only attribute on all files and folders after move from Win10 to Win11

I am trying to move from Win 10 computer to a new Win 11 one. Now all my files and folders on the new machine are read-only and NONE of the solutions online work to remove that attribute. Turning it off in file properties has no effect. It shows the removal process happening but there is no actual change.
