Removed drive letter in disk management, now I can't boot into windows

I'm on Windows 10. I'm trying to replace the hard drives in my PC with SSDs because I think they are starting to fail. I copied the contents of my D drive to the new drive and then removed the drive letter from the old D drive. Note this drive does not have my OS on it. Windows would not boot after that, saying: 'Reboot and select proper boot device'. This is not a boot order issue, I've tried multiple orders in bios. I am able to get into command prompt with a bootable USB and reassign drive letters correctly but this does nothing. Each time I restart it reassigns the letters. I've also trie
