Remove All Devices Under Manage Mobile Devices

I want to reset my manage mobile devices but I can't remove my old phone or new phone. I think having both was causing me problems with double messages. How can I remove them? There is no option at all. I have removed the Link To Windows program from both phones, however the Pixel 7, I removed it by resetting the phone back to factory default. Pixel 9 I did sign out of Link to Windows, however it still shows here.
