Remote Desktop License Issue

[Microsoft Windows]

There will no changes to the license server but somehow the licensing server unable to issue the license to the respective server whereas the other server have no issue receiving license from the licensing server. kindly advise what could be the issue as I try to check and troubleshoot but seems like the issue keep persisting.
