REDUX: Why won't startups startup?

This is a revisit of the issue at: Redirecting, which was never solved. It seems to be an ongoing issue with a lot of Windows users, going back to Windows 8. Basically, apps and shortcuts I place in the Startup folder on the desktop, no longer startup. I say "no longer", because there was a time when they all did. Probably about a year ago, they discontinued starting up when Windows started. This issue effects both of my Win 10 machines. I have not experienced it on my new Win 1
