Recycle bin is corrupted.

I have this message on my laptop with a black screen. Nothing happens when I click on yes or no. I have Windows 11. I am not able to do anything. I have tried ctrl alt delete a few times no task manager pops up. I can’t get to the start button. Nothing happens when I click on Windows R or Windows X. The same message stays on the screen. Please help. Thanks
