I ran rd /s /q C:\$Recycle.bin from elevated command prompt, and it didn't work. I tried deleting recycle bins on all drives, but this was not allowed on C drive. I then enabled built-in master administrator account and used it to delete recycle bins on all drives, and then I could not boot the computer. I finally managed to get back to where I was before all of this and was able to boot up again, but the error message pops up again as before. How can I get rid of this problem of not being able to use the recycle bin and yet keep all of my apps and files without doing a clean re-installati
