Recover a hacked account that now 'doesn't exist'???

So I believe that my son's Microsoft account has been hacked. Once they got in, they changed the username and primary email. (so no password resets) When we try to log in it says: That Microsoft account doesn't exist. (we also can't make a new account with that name, and the 'Microsoft check' says that the Username has no errors". We also can't create a new account with that email/username as 'it's in use'. No live chat or phone service deals with recovery - for security reasons can only be done online. All of the online checks lead you in a CIRCLE that you can't access without being able to
