Reconnect PC after rebooting router?

I have two PCs using wired internet to the same router. If I reboot the router, one of the PCs always stays connected. For the second PC I have to reboot it to restore the internet connection. How can I fix this so the second PC stays connected? If that can't be done, is there a quicker way to restore the internet other than a complete reboot?
