Rearranging photos in a folder

When is Ms going to restore one time ability to drag and arrange pics in order USERS want in a WINDOWS PHOTO folder (eg all cats, all dogs, all horses in groups), or even at random, then rename so the order is as the USER wants?It is impossible to rearrange contents of a big folder by laboriously renaming each photo one by one.
