realtek 8821ce wireless lan 802.11ac pci-e nic band option aswell as slowing down exponentially.

I've had this problem for a couple of months where my Lan driver is very unstable and or wont use the 5gh it says it's connected to. I looked in the device manager to see if I could change the band width it prefers, but all I see is 2.4gh single channel, and no preference. even then its still astronomically slow with it only reaching ranges of 70 mb/s all the way down to 30 kb/s. if anyone can tell me how to fix this since I've tried resetting my cache and ip with it and its not working.
