Random clear box that won't go away (other solutions don't work

I have the same problem as described in this issue, but the solutions do not work:Redirecting would past a screenshot, but when i take a screenshot, the rectangle is not in the screenshot.The rectangle has square corners, looks like the rectangle that you can draw on the desktop to select icons, however it is greyscale color.Restarting the PC does not fix it. It appears over all windows and games.
