random apps start flickering and become unusable after minimizing them

this happened with clipchamp a month ago and now paint.net today. i dont know why and i cant fix it. ive uninstalled and reinstalled, ive updated my drivers and nothing changes.footage:

not captured but it also flashes like crazy. please help its happening to random apps and nothing works.
