Question about Administrator Settings

My 3 main issues are this:1- Currently within my C: Drive no matter where or when I need create something within "File Explorer" I can only make a folder and then I have to approve myself to make my folder within my computer even though I am admin. (Not only does this make zero logical sense but when you say it out loud it makes it worse)2- I am not able to make the following: Shortcuts, Bitmap Images, Text Documents, or Compressed Zipped Folders?3- If I follow the link below it says I can disable all these horrible settings and bypass it. But then it would not notify me if Apps try to install
