PSU failing?

I started having issues with my PC a couple of weeks ago with the mouse cursor disappearing. I ran anti-virus and anti-malware checks and everything was fine. Then, a couple of days later, my PC wouldn't boot when turned on - the fans came on then about ten seconds later turned off and after a few seconds came on again - and so it repeated. There was never any signal to the monitor. I spraydusted the internals and reseated each RAM stick and graphics card, trying to boot again after each component, but no change.
