Outlook cannot add the folder because creating a new Outlook data file (.pst) file isn't allowed on this computer.

Same mailbox on Windows 8.1 64-bit, Office 2013 32-bit does not get this message.
Exchange 2016 environment, no secondary mailboxes attached, not trying to use a PST yet I'm getting this error with Outlook 2016 but not Outlook 2013. Outlook 2016 opens and all folders are available. No extra calendars imported or attached.
Tried the reg hack DisablePST at various settings and still get this message with Outlook 2016 only.
