"Protected View" tab under Trust Center is missing

I want to disable Protected View in Outlook 2010. Many sites have said to go to File | Options | Trust Center | Trust Center Settings. However, there is no Protected View in the list of tabs.

How can I get the Protected View tab to show up where it belongs?
