Problems with Email Rules in Outlook 2016 Desktop - Using MS Office Professional 2016 (NOT Office 365)

I am having issues with Email Rules in Outlook 2016 Desktop. Sometimes the rules work and sometimes they don't. I have deleted all rules, started over, cleared cache, cleared cookies, and re-installed Outlook 2016 desktop, but to no avail. I am using a 2022 LG Laptop, Windows 11, and Outlook 2016 Desktop (Microsoft® Outlook® 2016 MSO (Version 2309 Build 16.0.16827.20166) 32-bit version) and MS Office Proffesional 2016 (NOT MS Office 365)Edition: Windows 11 Home Version: 22H2 OS build: 22621.2428 Experience: Windows Feature Experience Pack 1000.22674.1000.0Device name: LG Laptop (Model # 17Z9
