Problem with recovery email not being sent

Hello, I need help very urgently. Due to a Windows update, BitLocker has been activated and I need a key for BitLocker. But I can't log in to my Microsoft account that is connected to Windows because I am in Iran and neither the contact number is accepted nor the recovery email is sent.
